COLUMBIA, S.C. — South Carolina Gov. Mark Sanford, whose tryst with an Argentine lover blossomed into a wide-ranging scandal, is accused of breaking ethics laws by using taxpayer money for pricey airline seats, taking state planes for personal and political trips and occasionally tapping his campaign chest to reimburse himself for travel.
The details of charges against the second-term Republican governor were released Monday. He has been under scrutiny since he vanished for five days over the summer, reappearing to tearfully admit to an extramarital affair with a woman he later called his "soul mate." 
The civil charges, which carry a maximum $74,000 in fines, stem from a three-month investigation by the State Ethics Commission and could be pivotal in a push by some lawmakers to remove him from office. The state attorney general is deciding whether the governor would face any criminal charges.
The ethics charges include 18 instances in which Sanford is accused of improperly buying first- and  business-class airline tickets, violating state law requiring lowest-cost travel; nine times of improperly using state-owned aircraft for travel to political and personal events, including a stop at a discount hair salon; and 10 times he improperly reimbursed himself with campaign cash.
The travel allegations were uncovered in a series of Associated Press investigations. Some of the allegations about his use of campaign funds were revealed by The State newspaper in Columbia.
Sanford's attorney on Monday characterized the allegations levied by the panel as "technical questions."
"We are confident that we will be able to address each of these questions, none of which constitutes findings of guilt and none of which we believe rise anywhere near to the traditional standard of impeachment," lawyer Butch Bowers said.
Each of the counts claims Sanford used his office for personal financial gain and carries a maximum $2,000 fine if he is found guilty.

As we previously reported, Kirk headed to campus to hand out copies of a "revised" edition of "On The Origin of the Species" -- in which the author attempts to connect  Darwin to Hitler. 
During the "event," several students asked Kirk about his thoughts on Darwin. Kirk responded, "I believe that Darwin was absolutely ... that the end game was to make God ... was to remove God from the world view of .. I think that that was the end game."

  Hirsch has offered Prejean some serious dough to sign on the dotted line and join the Vivid family. So far she's declined -- and even threatened to sue -- despite the expert advice she's received from Shauna Sand. 
   
Though when Shauna Sand is pushing you in one direction, common sense dictates you go in the other.
TMZ has obtained a letter from Carrie's lawyer, threatening to sue Vivid if it releases videos or photos of Carrie's solo, XXX greatest hits. Carrie's lawyer, Charles LiMandri, told Vivid, even though he made it clear yesterday that no means no, "...your company has apparently told the media that it plans to publish the videotapes and/or photographs of my client with or without her permission."
 
LiMandri left nothing to the imagination, warning Vivid Carrie will sue for invasion of privacy, misappropriation of her likeness as well as public disclosure of private facts ... if Vivid makes good on its threat.
LiMandri will also add a claim for emotional distress for good measure. And he claims some of the videos were shot when she was only 17. Her ex-boyfriend -- the guy to whom she sent the tapes -- begs to differ.

"We've all made mistakes when we were 17. [The sex tape] is going to be an impediment, but people are excited about her convictions and her beliefs."
For the record -- Carrie was 20 when she filmed her world famous solo mission.

TMZ has obtained a copy of a letter Vivid honcho Steven Hirsch sent to Prejean's lawyer, Charles Limandri. Hirsch is asking to acquire the rights to distribute "erotic footage that Carrie Prejean, former Miss California, produced for her boyfriend following their four (4) day rendezvous in February 2007." It's the same video (eight in all, along with 30 photos) that TMZ obtained but has not posted because it's just too racy.
In the letter, Hirsch tries tempting Carrie with this: "We would like to present Carrie with several options where she could certainly earn millions of dollars."
Hirsch boasts his stable of stars, including Kim Kardashian, Kelli McCarty (former Miss USA) and Shauna Sand -- the kinds of women any gal would be proud to call her peers.
TMZ spoke with attorney Limandri last night, and it looks like Carrie's not biting. Limandri says Carrie's mom/rep says, "No, at any price."
Carrie claims she was underage when the videos were shot, but her ex-boyfriend to whom she sent the videos begs to differ.
But Carrie may have another plan to score some loot. We're told she may sue the Miss Cali pageant, along with its officials, because she believes they leaked the settlement to TMZ.

SIXTY-FIVE years ago, in November 1944, the war in Europe was at a stalemate. A resurgent Wehrmacht had halted the Allied armies along Germany’s borders after its headlong retreat across northern France following D-Day. From Holland to France, the front was static — yet thousands of Allied soldiers continued to die in futile battles to reach the Rhine River.
One Allied army, however, was still on the move. The Sixth Army Group reached the Rhine at Strasbourg, France, on Nov. 24, and its commander, Lt. Gen. Jacob L. Devers, looked across its muddy waters into Germany. His force, made up of the United States Seventh and French First Armies, 350,000 men, had landed Aug. 15 near Marseille — an invasion largely overlooked by history but regarded at the time as “the second D-Day” — and advanced through southern France to Strasbourg. No other Allied army had yet reached the Rhine, not even hard-charging George Patton’s.
Devers dispatched scouts over the river. “There’s nobody in those pillboxes over there,” a soldier reported. Defenses on the German side of the upper Rhine were unmanned and the enemy was unprepared for a cross-river attack, which could unhinge the Germans’ southern front and possibly lead to the collapse of the entire line from Holland to Switzerland.
The Sixth Army Group had assembled bridging equipment, amphibious trucks and assault boats. Seven crossing sites along the upper Rhine were evaluated and intelligence gathered. The Seventh Army could cross north of Strasbourg at Rastatt, Germany, advance north along the Rhine Valley to Karlsruhe, and swing west to come in behind the German First Army, which was blocking Patton’s Third Army in Lorraine. The enemy would face annihilation, and the Third and Seventh Armies could break loose and drive into Germany. The war might end quickly.
Devers never crossed. Gen. Dwight D. Eisenhower, the supreme commander, visited Devers’s headquarters that day and ordered him instead to stay on the Rhine’s west bank and attack enemy positions in northern Alsace. Devers was stunned. “We had a clean breakthrough,” he wrote in his diary. “By driving hard, I feel that we could have accomplished our mission.” Instead the war of attrition continued, giving the Germans a chance to counterattack three weeks later in what became known as the Battle of the Bulge, which cost 80,000 American dead and wounded.
Garrison Davidson, then Devers’s engineering officer and later a superintendent of West Point, believed Devers’s attack would have succeeded and pre-empted the Bulge, writing, “I have often wondered what might have happened had Ike had the audacity to take a calculated risk, as General Patton would have.” Patton wrote in his diary that he also believed Eisenhower had missed a great opportunity; the Seventh Army’s commander, Lt. Gen. Alexander Patch, felt the same way.
Why did Eisenhower refuse to allow Devers to cross? Eisenhower disliked Devers — a prim teetotaler who rubbed many gruff Army commanders the wrong way — and refused to include him among the generals fighting in northern France. Devers was appointed to lead the southern invasion by the Army chief of staff, George Marshall. Eisenhower would likely have fired Devers once the Sixth Army Group fell under his command in September 1944, but Devers had powerful patrons in Marshall and President Franklin D. Roosevelt.
Eisenhower was also a cautious, some would say indecisive, commander who favored a “broad front” strategy with all Allied armies moving in tandem on a solid front. His military objective was Germany’s main industrial area to the north, the Ruhr. Devers was operating too far south to help that effort.
True, the Germans knew the Ruhr was vital to them and fiercely defended it. But, as we know from several of their generals’ postwar memoirs, what they really feared was an incursion across the Rhine, which would have been a military catastrophe and a devastating symbolic blow to the German people.
The Rhine wasn’t crossed until March 1945. Had Eisenhower let Devers make his attack, we might now be celebrating the 65th anniversary of a cross-Rhine attack that quickly ended the war in Europe. Instead, we will soon mark the anniversary of the costliest battle in American history, the Battle of the Bulge.
